FIVE-A-SIDE FRENZY RULES

All FIFA rules apply in instances where these specified modifications are undefined.

The Ball

  • A regulation adult futsal ball (approximately the size of a size 4 soccer ball) is used for all age groups.

The Field

  • The size of the field will be 40 yards by 20 yards. Some may be slightly smaller.
  • The size of the goal will be two meters high and three meters wide.
  • In the event that both teams are wearing the same color, the team listed first on the schedule is responsible for wearing an alternate color.

Players Equipment

  • All players must wear shinguards.
  • The goalkeeper shall wear colors that distinguish him/her from other field players and the referee.

Number of Players

  • Each team on the pitch consists of 4 field players and a goalkeeper.
  • Adult coed teams must have at least 1 female on the pitch at all times.

Team Rosters / Player Registration Forms

  • Team Rosters are limited to 9 players.
  • A team must have at least four players on the pitch to begin the game.
  • Each player must carry a copy of their birth certificate (or USYS/USCS pass) on them throughout the tournament which must be furnished upon request of the tournament staff.
  • Failure to do so is grounds for immediate disqualification of the team.
  • Each player may only play for one team in the tournament.
  • Teams must play in the division in which the oldest player on the team qualifies for.
  • Teams playing with ineligible players will result in a disqualification from the event with no refund.
  • Teams may be placed in a group up to two years older or younger based on the number of teams participating.

Substitutions

  • Substitution Method: Unlimited "Flying substitutions" for field players. Player coming off must be off the field before replacement can come on. Goalkeeper substitutions can only be made when the ball is out of play and with the referee's consent.
  • All substitutions must take place between the designated hash marks.

Duration of Game

  • The duration of games is 36 minutes broken down into two 18 minute halves.
  • There shall be a three minute half time break. Teams shall switch ends at half time.

Standard Restart Rule

  • The player restarting the game can not play the ball a second time until it has been played by another player.
  • There must be five yards between the closest opposing team player and the ball on all restarts.
  • Failure by a team to put the ball into play within five seconds (from the time the player taking the restart takes possession of the ball), as signaled by the referee, shall result in a possession turnover to the opponent with an indirect free kick being taken from the same spot unless the ball is within the opposing team’s penalty area. When the ball is in the opposing team's penalty area the ball is moved to the closed point of the penalty arc for the restart.

Kick Offs

  • Standard restart rule applies.
  • A goal can be scored on the kick off. It is a Direct Free Kick. The ball must be played (touched) forward on the kickoff.
  • The team listed first on the schedule will be listed as the home team. The visiting team will call the coin toss. The winner of the coin toss will select either a side to defend or the kick off.

Kick-Ins (Ball over TouchLine off an opposing player)

  • Standard restart rule applies.
  • Kick-Ins will take place when the ball crosses entirely over the touchlines.
  • A goal may NOT be scored directly from a kick-in. It is an Indirect Kick.

Corner Kick (Ball over Goal Line off a defending player)

  • Standard Restart Rule Applies
  • Ball placed on the nearest corner. If ball is misplaced, the corner kick is taken over.
  • The kicker cannot play the ball a second time until it has been played by another player. Infringement of this rule results in an indirect free kick for the opposing team from the point of infringement.
    Players on the opposing team must be at least 5 yards from the point of the corner kick.
  • A goal may be scored directly from a corner kick.

Goal Clearance (Ball over Goal Line off an attacking player)

  • Standard Restart Rule Applies
  • To be taken in place of a goal kick.
  • From anywhere inside the penalty area, the goalkeeper throws or rolls the ball into play. The goalkeeper may not punt the ball.
  • The ball is not in play until it has passed outside of the penalty area. If the goal clearance is received inside of the penalty area, the goal clearance shall be taken over.
  • The goalkeeper may not throw the ball directly across midfield. The ball must touch the pitch or a player on the defending teams half of the pitch.

Goalkeeping Restrictions

  • Standard Restart Rule Applies
  • An indirect free kick is awarded to the opposing team if the goalkeeper commits one of the following offenses:
    • touches or controls the ball with his/her hands after it has been
    • deliberately kicked to him/her by a teammate.
    • touches or controls the ball with his/her hands or feet, on any part of the playing court, for more than four seconds, except when he/she controls the ball on the opponent's half of the playing court.
    • throws the ball directly past midfield. The ball must either bounce on his/her side of the court or be touched by another player prior to it entering the opponents half of the court. Applies to U17 and younger age groups ONLY. Older teams may distribute the ball on either side of the court.

Penalty Kick

  • A penalty kick shall be awarded when a player commits a flagrant foul within his/her own penalty area.
  • The penalty kick will be taken at the top of the restraining arc (approximately 20 feet from the goal)
  • The goalkeeper must remain on his/her goal line but may move from side to side.
  • Players other than the kicker must be at least 5 yards away from the ball and all players must be outside the penalty arc.
  • The kicker shall not play the ball a second time until it has been touched by another player.

Penalty Kick Shoot-out

  • The referee will decide which goal shall be used.
  • A coin toss will decide the order.
  • Five kicks to be taken by five different players selected from the suited players.
  • If the two teams remain tied after the five kicks, each team will select 1 player (who has not previously taken a kick, unless that team has used all of its players including the goalkeeper) in each subsequent round to take a kick until a winner is declared.
  • A player who has been ejected from a game may not participate.

Fouls and Misconduct

  • Standard Restart Rule Applies to Free Kick Restarts
  • Refer to standard FIFA rules
  • Slide tacking is not allowed and is considered a direct free kick.

Accumulated Fouls / 5 Foul Limit

  • In each half, once a team has accumulated 5 Team Fouls (accumulated fouls refer to any direct free kick foul), a Direct Free Kick will be given from the sixth foul on. Fouls in the second half carry over to any overtime periods.
  • The team with the accumulated fouls will NOT be allowed a defensive wall.
  • Infringements committed within 30 feet of the goal line shall be punished with a direct free kick from the point of the infringement or the offended player may place the ball at the Second Penalty Spot.
  • Infringements committed from 30 feet or further from the goal line shall be punished with a direct free kick from the Second Penalty Spot (30 feet from the goal).
  • All players must be behind the ball before the free shot is taken.

Free Kick Procedure/5 Foul Limit

  • Until the ball is kicked to restart play, all players other than the goalkeeper and kicker shall remain behind an imaginary line that is in line with the ball and parallel to the goal line.
  • The goalkeeper must remain in his/her penalty area and at least 5 yards from the ball.
  • The kicker must aim at the goal, with the intention of scoring.
  • No other player may touch the ball until it has been touched by the goalkeeper, rebounded from the goal post or crossbar, or has left the pitch.

Issuance of Red / Yellow Cards & 2 Minute Penalties

  • If a player receives a red card he/she will have to sit out his/her teams following match and the team will receive a 2 Minute penalty. The team being assessed the 2 minute penalty will play a man short until the 2 minutes expires or a goal is scored by the opposing team. Players shall be cautioned (i.e., shown yellow card) when:
    • a substituting player enters the pitch from an incorrect position or before the player he/she is replacing has entirely left the pitch. Indirect free kick restart
    • he/she persistently infringes the Laws of the Game. Indirect free kick restart
    • he/she shows dissent with any decision of the referee. Indirect free kick restart
    • he/she is guilty of ungentlemanly conduct. Indirect free kick restart
    • If the offense is in the opponent's penalty area, the Indirect free kick is from the top of the restraining arc.
  • Players shall be sent off (i.e., shown the red card) for:

First Round Point System

  • Teams will receive 3 points for a win, 1 point for a tie and 0 points for a loss.
  • First round will be a round robin format unless the Tournament Committee must use an alternative structure because of the number of teams. Each division may be structured different due to the number of participating teams. Players may be assigned to a division up to two years older or younger based on number of teams competing.
  • If teams are tied with points; standings are determined by:
    - Winner of the head to head matches. If only two teams are tied (you can not go back to this tie breaker if more than two teams are tied)
    - Goal differential to a maximum of 7 per game
    - Most goals to a maximum of 7 per game
    - Least amount of goals against.
    - Coin toss
  • If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team, the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent. If both teams do not show for a match, the game will be tallied as a 3 to 0 loss for both teams. Teams that forfeit games will not receive a refund on their registration fees.

Elimination Rounds

  • Winners of the First Round will either go directly to a Championship match or to a Semi-Final match to be followed by a championship match. The Tournament Committee will determine the structure based on the number of teams entered in each division.
  • If the score is tied after regulation match in the elimination rounds, a full overtime of 10 minutes will occur. If the game remains tied after the overtime period, a Penalty Kick Shoot-out (as described under Penalty Kick Shoot-out) will decide the winner.
